Abstract: Neath Port Talbot County Borough Council (NPTCBC) wishes to appoint a suitably qualified and experienced training consultant to undertake the design and delivery of a bespoke training programme for ‘Lead Professional’ and ‘Team Around Family Team Skills’ training for NPTCBC. The Team Around the Family (TAF) approach provides family support to local Neath Port Talbot (NPT) Families. The families are eligible for this service as they are deemed to have complex needs. The TAF assessment undertaken by the TAF team is based upon Think Family Indicators and research in 2012 undertaken by ‘Cordis Bright’. The TAF service fits into an overall approach for Early Intervention and Prevention as we aim to reduce the number and timing of families who are likely to have children who are referred into ‘care’ are expensive and who require significant involvement from a number of partners from across the child young and family support provision in NPT. Consultants will be required to provide a bespoke training programme for the TAF Team and the Think Family Partnership Board partners that cover 2 areas: 1) Lead Family Contact (or Lead Professional), and 2) Family Worker Skills Training It is anticipated that training is to be provided for 60 delegates. The programme is being supported by the European Social Fund through the Welsh Government and will be subject to external audit. Further information of the project and the Council's specific requirements are set out in the Request for Quotation (RFQ) documentation. The content of some aspects of the RFQ documentation is of a confidential nature. In the circumstances, bidders will be required to provide the Council with a signed Confidentiality Agreement prior to such documentation being issued to them. The Council reserves the right to change without notice the procedure for awarding the contract, to reject all or any bids for the contract, to stop the process and not to award a contract at any time without liability on its part.

No contract wil be created between the Council and any party until a contract is executed between the Council and the successful bidder.

Bids and all supporting documentation for the contract must be in English.

All references to prices must be in sterling.

The Council is not liable for any costs (including any third party costs fees or expenses) incurred by those expressing an interest in or bidding for this contract opportunity.

Any agreement entered into will be governed by English law and will be subject to the exclusive jurisdiction of the English and Welsh Courts.
