Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to award a contract for the Management of Unpaid Carers Grant Applications. Cardiff and Vale Regional Partnership Board (RPB) has received funds totalling £172,000 to support wellbeing of our citizens, in particular, that of unpaid carers. We require relevant umbrella organisations who are able to distribute the funds to 3rd sector and private providers to be able to support unpaid carers and/or the people they care for. Administration of a grant fund for 3rd sector organisations in Cardiff and the Vale to support unpaid carers. This will include: a) development of an agreed specification b) circulation of the specification to appropriate organisations within the network with promotion and signposting, as well as potential wider networks of private providers c) application template for organisations to submit a proposal outlining the use of spend, numbers of people they can support, impact and monitoring d) facilitation of grading and review of submitted schemes to be assessed with a panel representing partners e) transfer of funds to awarded bidders f) follow up report in an agreed format to give details on the impact of this funding and case studies of some key examples of support provided.

Description of the goods or services required

Please note additional information on this procurement:

1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.

6. Bidders wishing to participate should visit the Bravo e-tenderwales portal and access the ITT under itt_112163.

7. Bidders should note that NHS Shared Services Partnership - Procurement Services is acting on behalf of Cardiff and Vale ULHB

8. Bidders should note that this Procurement is under the Light Touch Regime.

1. Register your company on the eSourcing portal (this is only required once)

i) Browse the eSourcing portal: https://etenderwales.bravosolution.co.uk/ and click the link to register

ii) Accept the Ts and Cs and click 'continue'

iii) Enter your correct business/user details

2. Express and interest in the tender

i) Log into the portal with the username/password

ii) Click the 'ITT Open to all suppliers' link

iii) Click on ITT_ 112106

iv) Click the 'express interest' button at the top of the page

v) This will move the ITT into your 'my ITT's page (this is a secure area reserved for your projects only)

vi) You can now access any attachments by clicking 'buyer attachments' in the 'ITT details' box.

3. Responding to the tender

i) Click 'my response' under 'ITT details' and you can choose to 'create response' or to 'decline to respond' (please give a reason if declining)

ii) You can now use the 'messages' function to communicate with the buyer and seek any clarification

iii) Note the deadline for completion and then follow the on screen instructions to complete the tender response.
