The procurement falls outside the scope of application of the Directive
Explanation:
Aroma is a wholly NHS owned coffee bar concept that offers a wide range of food and beverages that meet the Health Boards 70% good food standard. The Aroma brand is owned by Greater Glasgow & Clyde, NHS Scotland and is a bespoke design distributed by Tri-Star Packaging only. As a result, Cardiff & Vale University Health Board are issuing this notice as Tri-Star are the only provider that can supply these products. Cardiff & Vale University Health Board will be working alongside NHS Scotland for the development of the new framework for these products during the term of this contract.
