NHS Wales Shared Service Partnership Procurement department on behalf of Cardiff and Vale University Health Board wish to inform the market that due to the Capital, Asset and Facilities department's increased workload and time restraint pressures due to the Covid pandemic it has become essential to implement an interim contract for the Service Maintenance and Repair of Tugs with their incumbent supplier for a twelve month period with an option to extend for one year whilst a formal tender exercise is undertaken for the replacement of their fleet of Tugs

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The NHS Wales Shared Services Procurement department on behalf of the Cardiff and Vale University Health Board have a requirement for the Maintenance and Repair of their Fleet of Tugs and pump trucks across the Health Board.
It is essential to the Health Board that these vehicles and equipment are maintained and operating correctly to ensure continuity of service. Due to the age of the fleet it is imperative the fleet is maintained and repaired with original manufacturers parts to ensure they are fully operating correctly.
Engaging with the market, it has been determined that whilst there are some third party suppliers who could potentially provide this service, they are unlikely to be able to offer the same expert knowledge, or replacement of original equipment parts at a competitive cost required for an effective support contract at this point of time, due to the urgency of this requirement.
