Gwynedd Council seek to appoint a supplier for the Design and Build of the Barmouth North Promenade FAS. The chosen supplier shall further develop the preferred option approved in the outline business case (OBC), into detailed design, consenting, full business case and construction. Subject to Welsh Government and Gwynedd Council approvals.
The detailed design phase shall include:

Site Investigations and Surveys
Stakeholder Engagement
Detailed Design and modelling
Environmental assessment
Consenting – to include Planning, marine licencing and EIA.
Construction Specification, pricing and risk register
Full Business Case preparation
Subject to the approval of the business case the construction phase will then be awarded (there will be appropriate breaks in the contract to allow for this).

Background
Barmouth is a town on the west coast of Snowdonia in Gwynedd. The North Promenade is the northern section of the Barmouth beach frontage, extending from the residential housing estate at Heol y Llan to the northern extent of the promenade wall. This section of the frontage supports the amenity value of the full promenade, whilst providing coastal protection to the adjacent land, properties and infrastructure.
The 1.2km study area comprises a mix of hard coastal defences (sheet piled wall, concrete revetment and wave recurve wall, with masonry setback walls). Barmouth, and in particular, its north promenade is at risk of coastal flooding and erosion. It is commonplace to see overtopping at the north-most end of the promenade.
Some 757 properties have greater than a 1 in 100 chance of coastal and/or surface water flooding in any year.
The Barmouth North Prom Flood Alleviation Scheme (FAS) was included as part of Welsh Government’s Coastal Risk Management Programme and now forms part of Welsh Government’s Capital Programme. The outline business case (OBC) was approved by Welsh Government in 2021 – with a preferred option identified. Funding was granted for the detailed design stage (Full Business Case) in June 2023. The funding for Construction work will be subject to FBC approval through Welsh Government and Gwynedd Council.
Preferred Option
The preferred option involves work to address defects, extend the service and improve the existing defences, including;
- Extend the life of the existing sheet piles with refurbishment works.
- Raise the primary defences and add protection to the structure toe by a rock-toe or shingle beach profile (where material stability allows).
- Strengthen and raise the set-back flood wall.
- Improve demountable barriers and drainage.
- Public-realm improvements including provision of dwell areas, beach access and connectivity to the wider community.
