Abstract

As part of the Welsh Government, Academi Wales (on behalf of The Welsh Ministers) is seeking an expert resource to support the Continuous Improvement and Change team in leading the development and delivery of a suite of Continuous Improvement Skills development training. In addition, to support the delivery of a high profile annual conference event and separate awards ceremony, as well as progression of improvement projects that organisations may request support in delivery. As part of Academi Wales, the strategic vision of the Continuous Improvement and Change team is to create a core value of continuous improvement in leaders and practitioners who can transform public services in Wales. Its mission is to build continuous improvement capacity and capability across Welsh public service by supporting networks and organisations, providing the space to grow and, developing skills. The length of contact will be a minimum of 12 months but there will be an option to extend up to an additional 24 months. The successful contractor will need to be available between18 and 25 hours per week (hours and days to be agreed post contract award). The successful contractor will need to attend organisations/locations across Wales as part of building capacity and capability for the Welsh public sector. An indication of the breadth and depth of Academi Wales’ work can be found on their web site. http://www.academiwales.org.uk/home.aspx The successful contractor will need to Develop and maintain networks across the Welsh Public Service, and wider where appropriate, that will assist and support in raising the awareness of Continuous Improvement & Change. .The contractor’s role will involve the following • Instigate opportunities to promote the benefits of the Continuous Improvement approach (including formal presentations to management teams, departmental away day/team building sessions etc.) • Work with interested parties to scope out the detail of Continuous Improvement workshop events. • Support the progression of an existing portfolio of Continuous Improvement enabled efficiency improvement projects with the main objective of minimising the time between the initial identification of improvement opportunities and the realisation of the improvements. • Lead Continuous Improvement workshop sessions. • Maintain and modify the full suite of Continuous Improvement training materials and ongoing mentoring of colleagues to ensure a consistently high standard of training delivery • Post workshop events, work with departments to help them realise benefits of the improvements generated at the Continuous Improvement workshop. This will involve providing practical support in order to ‘make things happen’ in a quicker, more efficient way. • Identify, evaluate, verify and confirm the full range of benefits achieved as a result of realising the improvements. This will include ‘hard benefits’ (measurable/tangible improvements) and ‘soft benefits’ (improved morale/a positive culture) Specific Project Management objectives will be to: • Develop, deliver and maintain an accredited suite of Continuous Improvement (CI) training programmes. • Develop the team’s ability to deliver the accredited training. • Plan the resources required to deliver programs • Generating interest and take up of Continuous Improvement liaising with key stakeholders in order to establish trust and buy-in. • Scoping out and plan the detail of Continuous Improvement workshops to ensure optimum benefit • Lead Continuous Improvement workshops • Providing practical ‘hands on’ support to aid the progression of Continuous Improvement projects To deliver against the objectives above we require an expert resource who can demonstrate and/or possess: • A recognised qualification in ‘black belt’ six sigma or an equivalent improvement methodology. • In depth specialist knowledge, expertise and experience across performance management, project management, quality and improv

To deliver against the objectives above we require an expert resource who can demonstrate and/or possess:

• A recognised qualification in ‘black belt’ six sigma or an equivalent improvement methodology.

• In depth specialist knowledge, expertise and experience across performance management, project management, quality and improvement tools and techniques and statistical data and analysis.

• An understanding of the challenges facing the public sector.

• Experience of designing and delivering lean and quality improvement themed training programmes in the context of challenges facing the public sector.

• Comply with delivery standards identified for Welsh Government under the Welsh Language Standards.
