II.2.4) Description of the procurement
Health Education and Improvement Wales (HEIW) are looking to commission a distance learning Independent Authorisation of Blood Transfusion Education and Training for healthcare professionals employed in relevant roles in NHS Wales.
The education will be for 40 credits at level 7 for those working at the Postgraduate level of practice and responsibility, and at level 6 for those working at the Graduate level of practice and responsibility in accordance with the All Wales Independent Authorisation of Blood Component Transfusion Policy (Welsh Government 2023).
The education will meet the Welsh Government (2023) Independent Authorisation of Blood Transfusion policy (WG, 2023) enabling individuals to extend their practice.

The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations).
Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contract in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to note:
(a) The number of student places to be commissioned annually will be conditional upon Welsh Government confirmation of funding; and
(b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and
(c) The proposed contracts are due to take effect on or around 01/11/2024 and provide for an implementation period. Delivery of the services are to commence upon the anticipated Services Commencement Date (that will be between the Services Commencement Period being 01/09/25 - 30/11/25). No contract payments are payable in respect of the implementation period.
