The Welsh Local Government Association (WLGA) is an unincorporated association with subsidiary companies limited by guarantee. The WLGA requires comprehensive external audit services to be in place with effect from 1st April 2025 to cover a 3 year term initially and with an option to extend for a further 2 years subject to annual appointment at WLGA’s Governance and Audit Committee.

WLGA invites suitably experienced firms to tender for the provision of these services to the organisation and its partner organisations Data Cymru and the Joint Inspection Team (JIT).

We are seeking an auditor that specialises in the public sector and has demonstrable experience within this area. We expect our auditors to be aware of and actively leading on developments in the sector and advising on best practice.

The external audit services required will include, but are not limited to:

The planning, management and execution of the annual external audit for WLGA, Data Cymru, and the Joint Inspection Team.

Reporting on external audit progress to management and the Governance and Audit Committee, including attendance at relevant meetings during the contract period. These meetings to consist of as a minimum 2 x WLGA Governance and Audit Committee meetings, 1 x WLGA Council / AGM, 1 x Data Cymru AGM and 1 x JIT Board / AGM per annum.

The external audit function will consist of:

• Provision of advice to WLGA Management

• Liaison and coordination with the finance department of WLGA and its subsidiary companies to ensure full exchange of information

• Production of annual statutory accounts including consolidated financial statements
