Abstract

The Client is seeking interest from suppliers who can provide the service requirements outlined in the Speculative Notice description to develop a Welsh Language targeted Speech, Language and Communication (SLC) intervention. Please only register your interest to bid for this contract if you can meet the criteria outlined, responding via this notice on sell2wales by 5pm on Monday 2nd September 2024 We are not seeking interest from suppliers and stakeholders who are unable to deliver the contract in its entirety, are only able to deliver part of the contract or are registering for information only. Description: Welsh Government’s ‘Talk with Me’ Speech, Language and Communication delivery plan aims to make people aware of the importance of speech, language and communication development. We want to make sure children get the right support quickly, no matter where they live in Wales. Further to the publication of the Wales Intervention review (‘WIRe’), we are looking for a supplier with expertise in early speech, language and communication (SLC), to provide the following: • An evidence based, manualised, targeted level SLC intervention, suitable for children aged up to 5 years old, in the Welsh language. • All materials, including e.g. identification tools, training materials, and outcome measures, must be provided in Welsh. Welsh versions must be equivalent to the English materials, if applicable e.g. if the English version includes rhyme, the Welsh version must rhyme. • The complete package must be provided within the allocated budget – there is no plan to allocate additional funding to this work beyond the current project. • There will be no guaranteed purchase of the materials following this project– this piece of work aims to develop and pilot the proposed intervention in Welsh, not provide it to end users. • End users may include childcare settings, schools and other organisations or practitioners working with children aged up to 5 years. The intervention must therefore be designed to be delivered by these groups, and not only by specialist professionals such as Speech & Language Therapists (SLTs). • The product must have a demonstrated scientific evidence base, with Level 1 evidence (at least 1 randomised controlled trial) - see WIRe report for further detail. • An experienced HCPC registered Speech & Language Therapist must be involved in the development and piloting of the intervention, including quality assurance of the Welsh language version. • If the product is to be developed from an existing, English language intervention, the ADAPT guidelines (Moore et al, 2021) must be followed. See WIRe report for more detail. • If there is no existing evidence base for the Welsh language intervention, the project proposal must include a pilot to provide initial evidence of efficacy. This must be included within the allocated budget. • The allocated budget is a maximum of GBP 70,000 exc. VAT (Estimated contract value: GBP 65,000 to 70,000 exc.
