The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Health Board. Following the successful running of Spread and Scale Academies funded through both the Intensive Learning Academy for Innovation in Health and Social Care, and for the Health & Social Care Climate Emergency National Programme (HSCCENP), the HSCCENP have funded a second bespoke Climate Emergency Spread & Scale Academy to take place in the autumn of 2025.

II.2.4) Description of the procurement
CVUHB enjoys a unique position as both the local healthcare provider for the circa 500,000 residents of Cardiff and the Vale of Glamorgan (with Cardiff projected to grow by 20% or an additional 72,000 people by 2035) and is the largest provider of tertiary services in Wales, delivering over 110 specialist services to regional, supra-regional and national populations. In partnership with Cardiff University, the Board not only delivers over 50% of the clinical research for Wales, it also trains the next generation of clinicians.
The Health Board is an active partner with healthcare organisations and other sectors, both within Cardiff and Vale, and further afield across Wales, the UK and globally with the aim of delivering world class health and care for our populations and developing a reputation for excellence.
Following the successful running of Spread and Scale Academies funded through both the Intensive Learning Academy for Innovation in Health and Social Care, and for the Health & Social Care Climate Emergency National Programme (HSCCENP), the HSCCENP have funded a second bespoke Climate Emergency Spread & Scale Academy to take place in the autumn of 2025.
Delivery of a three day, Spread and Scale Academy for approximately 100 learners in the autumn of 2025 based on the model for Unleashing.

The works, supplies or services can be provided only by a particular economic operator for the following reason: protection of exclusive rights, including intellectual property rights
Explanation:
The Billion's Institute owns the IP rights to the Unleashing methodology that the Health Board utilises for their Spread & Scale Academy. The Billion's Institute will deliver a three day course providing creation and printing of their course materials as well as an introductory sessions in advance of the academy course.
Under Regulation 32b(iii) of the Public Contracts Regulations 2015, the Health Board intends to award a contract up to the 31st December 2025 for delivery of these services.
