Abstract

There is a significant drive, both nationally and locally, towards developing collaborative safeguarding approaches that prioritise early intervention and prevention to aid in safeguarding children, young people and vulnerable adults. This is reflected in national policy such as the Social Services and Well-Being (Wales) Act 2014, the Well-Being of Future Generations (Wales) Act 2015 as well as the Wales Safeguarding Procedures -https://www.safeguarding.wales/ The Police and Crime Commissioner for Gwent on behalf of the five Local Authorities within Gwent are seeking an independent body to undertake a review of the current services in the East and West Safeguarding Hubs along with the Missing Children Service to assist in informing them on the future model for the provision of these services. The aim of the review is to allow each service to have a clear understanding as to the benefits derived from the changes in the current service provision which have been made to date, along with areas for improvement. Each local authority will require a set of recommendations to inform future decisions, by establishing the overall success of the safeguarding hubs whilst identifying areas for improvement. The review shall also establish the operational effectiveness of the Missing Children Service, whilst identifying areas where improvements can be made to this area.
