II.2.4) Description of the procurement
Transport for Wales Rail Limited (TfWRL) are proud to support Welsh Government's vision of a high quality, safe, integrated, affordable and accessible transport network of which the people of Wales are proud. To that end, we have successfully piloted and implemented Metro Train and Bus Services and PAYG ticketless travel in parts of South Wales.
TfWRL is seeking to expand these services via the appointment of a single technology provider who can deliver the required hardware and software infrastructure.
Our core objectives are to:
- Standardise the technology being used at all stations that require ticket gates and/or platform validators.
- Standardise the customers experience and staff operational requirements at all stations that require ticket gates and/or platform validators
- Achieve a single back office process for all station based validation of ticket based journeys which currently includes Magstripe and PRT QR/Barcode paper tickets, QR/Barcode digital tickets, and Season tickets on ITSO smart card.
- Ensure all ticketless journeys via PAYG are integrated into our existing 3rd party back office system.
- Implement remote gate monitoring and management capabilities for staff to see and help passengers who are unable to pass through the gate.
- Ensure that staff supporting customers at the gate line can open the gate safely and with speed and efficiency to avoid unnecessary queues and station overload. This includes remote web or app based services as well as physical gate based controls.
- Provide a suite of essential operational reports, data integrations, and self-service style data extraction capabilities.
- Ensure all interactions with the gate to set up, monitor, maintain, and use the gate are captured and are auditable and that gate ticket process rules are configurable as needed.
- Provide appropriate solutions for stations with event based and seasonal swells.
- Enable the development by TfWRL and our partners, a system of connected interfaces through modern APIs for station help and remote gate line functions.
Decommission existing gate and PVAL infrastructure currently in place.
Decommission gate and PVAL infrastructure upon exit of contract or at individual stations during the term of the agreement as befits the delivery of TfWRL station strategy.

The ITT pack describes the core requirements and further options subject to future funding over a phased period.
Additional options may include variations to scope/volume of equipment for which orders are placed, in order for Transport for Wales to deliver its Station GateLine Strategy which factors in developments in technology and whether stations are gated or ungated.
This agreement also includes options to call of additional products and services to meet any new station builds or any additional stations as may fall under the management of Transport for Wales Rail Ltd during the term of this agreement.
