Project Evaluation: CVSC Capacity Building Project
1. Background and purpose of the evaluation
The CVSC Capacity Building Project is funded by UK Government under the UK Shared Prosperity Fund. The CVSC Capacity Building Project is comprised of three elements: an £800,000 Voluntary Sector Key Fund awarded to Third Sector organisations in Conwy County, a Capacity Building Training Programme for the Third Sector in Conwy including two Third Sector Conferences, and a £15,000 Volunteer Support Fund to assist Third Sector Organisations in Conwy with providing volunteer expenses.
The outcomes and outputs for the project are related to the following UKSPF interventions:
W9: Impactful volunteering and/or social action projects
W11: Capacity building & infrastructure support for local groups
W12: Community engagement schemes, local regeneration
W13: Community measures to reduce the cost of living
W14: Relevant feasibility studies
Initial outcome targets:
· Support the creation of 90 volunteering opportunities in Conwy County.
· Increase engagement numbers of local Third Sector organisations by 220.
· Support 60 people to take up energy efficiency measures to reduce the cost of living.
· Create 3 project opportunities by funding feasibility studies.
2. Activities subject to evaluation and the time period of their delivery
The Voluntary Sector Key Fund, Capacity Building Training Programme, and CVSC Volunteer Support Fund will all be subject to evaluation.
The time period of delivery is between April 2023 and February 2024.
3. The resources we will make available
The evaluator will have access to:
· Training records.
· Key fund records, including application forms, assessment reports, and applicant contact information.
· Relevant financial information relating to the CVSC Capacity Building Project.
CVSC’s Business Manager and Capacity Building Project Manager will be available to discuss the project with the evaluator.
4. Content and the skills required
Essential Skills:
· Prior experiencing of evaluating Third Sector projects over £500,000, including those of grant makers.
Desirable Skills:
· Knowledge of UK Government or European funding.
· Ability to conduct the work bilingually (in Welsh and English).
Content Required:
· Written report, including progress towards the original outcome targets, hidden outcomes, other successes, effectiveness of the governance of the project.
· 3 case studies of funded projects, including photographs and/or videos.
