This Contract Notice is to inform the market that the Dynamic Purchasing System (DPS) for the supply of services relating to Ash Dieback and other tree felling works has been extended for one year, until 8th November 2025, in accordance with the DPS Agreement and original tender documentation.
Carmarthenshire County Council established a DPS for the supply of services relating to Ash Dieback and other tree felling works on 9th November 2020 for an initial period of up to 4 years. The DPS is operated on a fully electronic basis and is open to new entrants throughout its term who meet the minimum criteria specified in the DPS documents.
Contractors will be required to be suitably qualified and experienced to undertake works primarily associated with Highways, however the DPS will also provide for Ash Dieback and other tree felling works on housing sites, industrial estates, school and other sites owned by the Council within Carmarthenshire. Additionally, there may be the requirement for works to be undertaken on private land at the Council’s request and emergency tree felling works.

II.2.4) Description of the procurement
Carmarthenshire County Council is seeking suitably qualified and experienced Contractors to undertake Ash Dieback and other tree felling works.
The works will be procured by mini-competition under this DPS arrangement.
Carmarthenshire has the second longest length of highway network in Wales, covering 3,500km of public highway, with 110 schools, some of which contain an extensive number of trees. The Council also maintains parks, playgrounds and open spaces, in addition to land on housing estates, at social services establishments, other Council-owned buildings and leisure centres.
The DPS was established to deal predominately with the removal of Trees infected with Hymenoscyphus Fraxineus (Ash Dieback). A survey undertaken in 2019 of the A and B roads in the County identified trees for removal as they were showing more than 50% dieback of the crown. Recent school surveys have also highlighted sites that need trees removing. Trees showing at least 50% dieback of the crown during surveys have been tagged with orange ribbon or marked with orange spray paint. Diseased trees on highway verges will be removed by the County Council.
The Council also liaises with private landowners and offers its services to take down trees adjacent the highway provided the landowners agree to pay the costs for felling and provided works do not impact on the overall programme. Contractors will be asked to identify separate costs where an opportunity exists to work with private landowners.

The DPS was for an initial period of 4 years and included the option to extend for a further period of up to 4 years, extended in 1 year periods. The DPS has been extended for one year, therefore, the option to extend is now for a further period of up to 3 years, in 12-month increments.

A Dynamic Purchasing System is a two-stage process. In the initial setup stage, all Bidders who met the selection criteria were admitted to the DPS. There is no limit on the number of Bidders that may join a DPS during its term. Individual contracts are awarded during the second stage where the Council invites all suppliers appointed to the DPS, to bid for the specific contracts.
