Description of the contract
To develop a framework to estimate and better demonstrate the health benefits and economic value, in form of direct savings to health services, that public health interventions have at a Hywel Dda level, including their direct contribution to a reduction on future demand and disease burden and on financial cost pressures (short, medium and long term).
The initial focus will be on demonstrating and quantifying the value of preventative and public health interventions that are delivered addressing tobacco, alcohol, drugs and heathy weight (including the health coach intervention) but it is hoped the framework will be applicable and enable analysis across public health interventions such as physical activity, nutrition, immunisation.
There is a growing body of experience from a range of countries and fields that have managed a shift to Prevention

UK Fire Services reducing deaths in fires ,
Smoking
HIV infections and the 90-90-90 target
Hepatitis C elimination efforts are on track in some countries
Drug related deaths in some local areas (eg Sandwell, West midlands and some parts of Switzerland ) by using a systemic approach .
