Abstract

This is a pre-market engagement (EoI) and NOT a CALL for COMPETITION. The University of South Wales (USW) is one of Britain’s most exciting and ambitious universities. Innovative, thriving and sustainable, we work to build better futures for our students, our communities, and our partners, economically, socially and culturally. USW places engagement, collaboration, and partnership working at the heart of everything we do, working alongside business, industry, and the social economy, to address identified needs and achieve the best outcomes for individual learners and organisations. We work in collaboration with industry, researching and innovating to tackle some of the biggest global challenges, from energy and health to security and sustainability. USW is a vocationally focused university, preparing students to support key industries now, and in the future. Employers work closely with USW to co-create curriculum that supports their future needs. This provides them with a skilled and relevant workforce that they can rely on with a large pipeline of graduates coming out of USW and our partner institutions each year. We are generating the workforce that employers tell us they want and need. We are a multi-campus university with sites in Treforest, Cardiff and Newport. The University has 1200+ owned rooms at their Treforest campus and relies on partnering with PBSA accommodation providers to support the recruitment offer in both Newport and Cardiff. USW have ambitious growth plans and have successfully grown student numbers for Cardiff courses meaning there is a requirement for a greater number of rooms in the city to support this increased demand. Our accommodation offer plays an important role in supporting our ambitions. We have seen an overwhelming desire from students who apply to study at Cardiff to be housed in Cardiff where supply has been static for the last 4 years. This commission therefore focuses on our Cardiff accommodation provision. USW are looking for a 270 – 300 bed nomination for 2025/2026 academic cycle and require the following • 42–44-week contracts – no 51week contracts required. • Standard ensuite cluster flats (not studios) • Rents under £185pw (highest) • Fixed rent (not dynamic pricing) • Residence support 24/7 • Residence Life/social programme included. Please outline your relevant experience of delivering student accommodation under a nomination agreement within the last 5 years. In noting your experience please try to highlight: a. Partnership approach to those institutions working under a Nomination agreement b. Residents’ health and safety and statutory compliance record c. Delivery of a residence life programme or similar d. Mental health support and provision to student residents e. Please advise if you would be interested in becoming part of a future panel of suppliers for this service, so as to avoid Yearly requests for expressions of interest. Bidders are requested to return an electronic version of their Expression of Interest return no later than 12th August 2024 to procurement@southwales.ac.uk and copy john.bessant@southwales.ac.uk (Procurement Lead). 3. Expression of Interest information.

PBSA providers are requested to submit a 2 page expression of interest document answering the below question. Bidders are restricted to using a maximum font size of 10pt but can select their own font type.

Please outline your relevant experience of delivering student accommodation under a nomination agreement within the last 5 years. In noting your experience please try to highlight:

a. Partnership approach to those institutions working under a Nomination agreement

b. Residents’ health and safety and statutory compliance record

c. Delivery of a residence life programme or similar

d. Mental health support and provision to student residents

e. Please advise if you would be interested in becoming part of a future panel of suppliers for this service, so as to avoid Yearly requests for expressions of interest.

The Expression of Interest response will not be evaluated but will help inform USW when preparing the ITT.

4. Submission Requirements

Bidders are requested to return an electronic version of their Expression of Interest return no later than 12th August 2024 to procurement@southwales.ac.uk and copy john.bessant@southwales.ac.uk (Procurement Lead).

5. Open Day – September 2024.

We may invite those who have expressed an interest to the student open day in September, but if this happens it will not imply any contractual obligation between the parties. Please indicate in your response if this would be of interest.

6. ITT

We expect to raise an ITT (invitation to tender) in the near future once the procurement documentation has been collated. BRAVO will be used for the ITT and as such we ask that you supply your company details if you are not already on BRAVO.
