Abstract

Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for the Design and Installation of Roof Mounted Solar PV Systems throughout Neath Port Talbot to support Tai Tarian in the delivery of its capital investment and Welsh Government’s Optimised Retrofit Programme. The scope of this Framework Agreement comprises of the design and installation of individual roof mounted solar PV arrays and the installation (only) of environmental building energy monitoring systems to approximately up to 250 properties throughout Neath Port Talbot. The installation of environmental building energy monitoring systems must be completed at the time of the installation of the PV system, and the building energy monitoring systems must be registered with the system provider (currently iOpt Assets, support@ioptassets.com) and installation documentation is provided in Appendix 9. Training support for the installation of iOpt will be provided by iOpt on request. All works are to be carried out in accordance with the Specification (Appendix 2) and Preliminaries (Appendix 4), for the Provider’s submitted rates set out in the Price Framework (Appendix 1B). In addition to this, the Provider may be required to carry out works that are within the scope of the Framework Agreement but are not specifically provided for within the relevant Schedule of Rates. The appointed Providers must a provide and install a standalone Wylex (or equally approved) consumer unit, including 2 spare ways, to supply newly installed solar PV system. The appointed Providers must not install invertor in loft space, unless otherwise agreed by Tai Tarian’s Client Representative. The appointed Providers must be MCS certified, the products installed must be tier 1 MCS accredited and Trustmark certified. The appointed Providers will be required to undertake the Retrofit Assessment, Retrofit Coordination and lodgement with Trustmark, to satisfy the requirements of Welsh Government’s Optimised Retrofit Programme (ORP) grant funding. It is anticipated that the scope of the Framework Agreement will include approximately up to 250 properties, issued in batches to Providers. However, in the event that Tai Tarian decides to increase the property numbers during the life of the Framework, Tai Tarian reserves the right to increase the number of properties issued, up to a maximum of an additional 250 properties. All Works must be completed by no later than 31st March 2025 to satisfy the requirements of the grant funding.

Description of the goods or services required

Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for the Design and Installation of Roof Mounted Solar PV Systems throughout Neath Port Talbot to support Tai Tarian in the delivery of its capital investment and Welsh Government’s Optimised Retrofit Programme.

The scope of this Framework Agreement comprises of the design and installation of individual roof mounted solar PV arrays and the installation (only) of environmental building energy monitoring systems to approximately up to 250 properties throughout Neath Port Talbot.

The installation of environmental building energy monitoring systems must be completed at the time of the installation of the PV system, and the building energy monitoring systems must be registered with the system provider (currently iOpt Assets, support@ioptassets.com) and installation documentation is provided in Appendix 9. Training support for the installation of iOpt will be provided by iOpt on request.

All works are to be carried out in accordance with the Specification (Appendix 2) and Preliminaries (Appendix 4), for the Provider’s submitted rates set out in the Price Framework (Appendix 1B).

In addition to this, the Provider may be required to carry out works that are within the scope of the Framework Agreement but are not specifically provided for within the relevant Schedule of Rates.

Total quantity or scope of tender

It is anticipated that a maximum of 2 Providers will be appointed as Primary Providers.

It is anticipated that a maximum of 2 Providers will be appointed as Reserve Providers.

The Framework Agreement shall operate for a period of 7 months, until 31st March 2025.

The estimated value of the Framework Agreement is up to 1,250,000 GBP (excluding VAT), subject to allocation of grant funding. In the event that Tai Tarian decides to increase the property numbers during the life of the Framework, then the estimated value of the Framework Agreement may increase. It is not expected that the increase will exceed an additional 1,250,000 GBP (excluding VAT).

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

It’s Tai Tarian’s intention that the delivery of the Framework Agreement assists in the achievement of their commitment towards community benefits as outlined in Tai Tarian’s Community Benefits Policy. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the Framework Agreement, if a Tenderer does not agree to this, then the Tenderer will be rejected.

The buyer considers that this contract is suitable for consortia bidding.
