Background
Gwynedd County Council/Parc Padarn (Client) are seeking to appoint a contractor to deliver a programme of repair works to the historically significant A1 incline and winding houses at Parc Padarn, which form part of the former Dinorwig Quarry and are now part of Parc Padarn, owned by Cyngor Gwynedd/Gwynedd Council.

Tenderers will need to be able to demonstrate competence and experience across the quality and Pre-Qualification questions as described below. Contractors must, fundamentally, be able to demonstrate the requisite skills for working on highly sensitive historic sites including scheduled monuments.
The works to the incline and winding houses comprise conservation and repairs supported by Cyngor Gwynedd through the Levelling-Up programme. The incline was partially restored in the 1990s, but since then has fallen into disrepair. Since 2020 the rate of deterioration has been notable and now significant works are required in order to protect the incline and structures for the future.
The Project
The following conservation works are proposed:
• Clearance of vegetation from the incline, localised conservation works.
• Repairs to parapet walls of the lower incline and localised repairs to the upper section.
• Access improvements to the incline (but not a formalised path).
• Conservation and repair of both winding houses. Works will include reinstatement of the roofs which are now extensively collapsed to the Drumhouses and stabilisation/conservation of the adjacent brakesman’s huts.
• The drum and brake mechanisms remain generally intact. Localised conservation only is proposed.
• Reinstatement of some of the cantilevered slabs adjacent to the Brakeman’s cabin to Drumhouse 2 and restraining those which remain in place.
