Description of the goods or services required

AIW are looking to appoint an Operations and Maintenance Sub-Contractor to work alongside AIW to cover all of the Core Valley Lines (CVL) Fibre Optic network cables and all associated passive elements required for the network to function as per all relevant design principles and to the appropriate Network Rail Standards.

Total quantity or scope of tender

The successful Sub-Contractor will be responsible for ensuring and assuring the safety, reliability, and efficient operation of the CVL Cable Systems and all associated infrastructure, minimising disruptions and maintaining the asset to the highest standards of service.

The key characteristics required of the Sub-Contractor are:

1. Familiarity with working in the CVL railway environment – licensed to work on the railway, appreciation that safety is paramount in delivery of the service, and criticality of the service to operational services

2. Service management capability – capable of providing a fully managed service to AIW and their approved partners

3. NOC capability – capable of analysis, planning, management of implementation/ resolution of planned works/ incidents

4. Regional/local field force and logistics - capable of supporting resolution of incidents and minor works within target timescales

5. Flexibility – to accommodate pro-active and reactive O&M of CVL infrastructure over the contract period, working with AIW and their approved partners in a complex delivery and operating model, with potential for AIW field maintenance teams to be integrated into service once AIW operational services are enhanced through knowledge transfer and training by the Sub-Contractor.

Further Clarifications
Please note the following further clarifications for this tender: -

1. Tender Type (PQQ vs ITT) - In document ‘O&M Fibre – ITT’ on pg. 4, it states ‘other supporting ITT information will be provided to Sub-Contractors on successful pass of PQQ stage.’ We have also been asked to respond to a Selection Questionnaire. But the document is titled ‘ITT’. Please can Amey clarify if this competition is currently at a PQQ stage, and the intention is to draw up a shortlist of Suppliers from responses, or if this is an ITT with no subsequent stages?

Answer - This is an ITT, the table in the procurement timetable shows the stages of this process.

2. Submission Format - In document ‘CVL Fibre O&M Tender Questionnaire (Issue 1.1)’, on pg. 3 it states ‘1.3 Tenderers are not permitted to use their own response format or change the format of the template supplied.’ However, as it’s difficult to format text and graphics inside a table, may we ask to be allowed to attach response documents as Appendices, and write ‘please refer to Appendix [X]’ in the answer box?

Answer - The form of the template provided should be used. Additional appendices will not be considered.

3. Miscellaneous Question in ITT document - In document ‘O&M Fibre – ITT’ on pg. 9, Section ‘16. CVL Fibre Systems Management and Monitoring Support’ begins ‘The O&M Sub-Contractor should propose and define how they will provide…’. Would Amey like Tenderers to respond to this separately or address these points in the Tender Questionnaire? If the latter, where in the Tender Questionnaire should we address these points?

Answer - There is no need to respond to this separately just the Tender Questionnaire.
