Abstract

Rhondda Cynon Taf CBC are acting as a Central Purchasing body on behalf of South East Wales Corporate Joint Committee known as Cardiff Capital Region. Cardiff Capital Region require consultancy services related to business proposal development in relation to the Northern Valleys Initiative. The Northern Valleys Initiative (NVI) was a programme initiated in April 2024. It has the aim of helping enable / kick start key projects within the six local authorities immediately adjacent to the A465 in order to generate an increase in prosperity and competitiveness. Projects have been invited from both Local Authorities and Businesses. Since the soft launch of the programme in December 2023, it is has become apparent that some smaller businesses, that could be considered potentially transformational, do not have the capacity to present a ‘investable’ proposal. Failure to consider such proposals and relevant facts could mean great projects are missed and therefore the full extent of the programme benefits is not realised. It is therefore proposed that consultant services are procured with the following outputs: • Clarifying the ‘Ask’ in line with Programme Benefits so that potential projects can be adequately evaluated. • Building an investable proposal (Investment Appraisal) based on programme requirements, Following the identification of a potentially viable project. • Helping businesses understand the output from Internal approval processes and if appropriate help them to modify their proposals before resubmission. • Support to the development of the NVI Programme as required within contractual boundaries. It is proposed that the consultant is contracted as follows: 12-month Contract. Work called off up to a maximum of 16 Hours per week. Home based but with travel required to locations of businesses. Funded Travel and daily substance (based on actuals).
