Description of the contract
The contract is for a review and evaluation of the current Wales Animal Health and Welfare Framework (2014 – 2024).
Animal health and welfare powers were devolved to Wales in 2006. To build on actions to support animal health and welfare since 2006, the Wales Animal Health and Welfare Framework was launched in July 2014. Its overarching, ten-year plan, broadly aimed to:
• Make improvements in standards of animal health and welfare for kept animals.
• Protect public health.
• Contribute to the economy and the environment.
The Framework was developed to cover the health and welfare of
o Farmed livestock.
o Companion animals.
o Working animals.
o Kept animals involved in sport.
o Aquaculture.
o Wildlife is also covered where our actions affect their health and welfare or where there is a risk of wildlife transmitting disease to other animals or humans.
To support the Framework’s implementation, the Wales Animal Health and Welfare Framework Group was established in 2014. Collaborative partnership and working with a range of stakeholders is central to the Framework’s operations. The Framework Group work closely with such organisations as Farming Connect, farming unions, the Ruminant Health and Welfare Group, Animal Welfare Network Wales, British Veterinary Association, and the Companion Animal Welfare Group Wales.
As it is set to expire in 2024, the Finance and Strategy branch in the Office of the Chief Veterinary Officer (OCVO) requires a Contractor to review and evaluate the current Wales Animal Health and Welfare Framework and make recommendations for its future iteration as the Wales Animal Health and Welfare Strategy.
