IV.1.1) Type of procedure

Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation

No other suitable venue available for hire met the university's needs within Cardiff. Therefore, the services can only be supplied by this particular economic operator for the following reasons;

As a modern metropolitan university located in the city of Cardiff, we required a venue that is based in the city itself, one that is iconic both in Wales and beyond its borders. One that is culturally unique, demonstrating Welsh heritage and architecture yet which is also internationally recognisable for our students and their families and invited guests. The venue must support local communities and share the values of the university, it must provide a unique cultural experience for students, their families and supporters. The location must provide staging, separate spaces for gowning and photography and provide circulation space for up to a thousand guests and five hundred students. It must provide additional seated space for streaming of the ceremonies to accommodate extended family members who are unable to be seated in the actual ceremony itself. The venue must provide ticketing expertise and technical assistance, easy accessibility for guests, good transportation links, excellent acoustics, a central city centre location, operational space for university staff working at the venue along with proximity to restaurants and catering facilities. No other venue in Cardiff meets all of the requirements listed.

A VEAT notice (Nov494402) was published on Sell2Wales on the 8th November 2024 and following a standstill period which passed without challenge, the university has now formally contracted with the Wales Millennium Centre.
