Substance Misuse Service for Adults, Children & Young People on behalf of the Dyfed Area Planning Board for Substance Misuse.
Drug and alcohol treatment service (to include alcohol, opiate and non – opiates and other drugs such as psychoactive substances and image and performance enhancing drugs) across the Hywel Dda Area Planning Board counties of Pembrokeshire, Carmarthenshire and Ceredigion.
The service aims to engage drug / alcohol misusers and / or their concerned others in a continuum of care service to reduce substance related harm, health problems and improve psychological, family and social functioning in all domains of the service users, carers and concerned others’ lives across generic and criminal justice service pathways.
These services will be recovery – oriented, evidence based and tailored to meet the needs of individuals and communities in order to empower people to lead drug / alcohol free lives where possible.

VII.1.4) Description of the procurement
This is a VEAT notice to inform the market that the contracting authority is seeking to extend its existing contract for the Provision of a Substance Misuse Service for Adults, Children and Young People, with Barod (as lead consortium partner), which was originally awarded in 2020 and is due to expire on 30th April 2025.
The extension period will be for a period of 23 months from the 1st May 2025 to 31st March 2027.
Pembrokeshire County Council, on behalf of the Dyfed Area Planning Board for Substance Misuse comprising of:
- Pembrokeshire County Council
- Ceredigion County Council
- Carmarthenshire County Council
- Hywel Dda University Health Board
- Office of the Police and Crime Commissioner
- His Majesty’s Prison and Probation Service
- Dyfed Powys Police
recently carried out a tender exercise to award a new contract based on a revised specification. This exercise was unsuccessful, due to no bids being received which could meet the revised requirements and the Planning Board has determined that the specification will need further review . This limited extension will provide flexibility for the contracting authority and its partners to reconfigure service delivery prior to retendering the requirement, whilst ensuring continuity of service provision in line with the current contract, until such time as a new contract is awarded. Due to the number of partners, the inter-relationships between those partners and the breadth and complexity of services required, a twenty three month extension is considered necessary.

VII.2) Information about modifications
VII.2.1) Description of the modifications
This VEAT notice relates to a modification to the contract originally awarded in 2020 following a competitive award process. The contracting authority considers that the modification is permitted by Regulation 72(1)(c) of the Public Contracts Regulations 2015 as a modification where all of the following conditions are fulfilled:—
(i)the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen;
(ii)the modification does not alter the overall nature of the contract;
(iii)any increase in price does not exceed 50% of the value of the original contract or framework agreement.
VII.2.2) Reasons for modification

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The response to and the outcome of the tender exercise was not one which the contracting authority could have foreseen. The proposed extension of the contract is based on substantively the existing terms and conditions, is below 50% of the original contract value and does not render the contract materially different in character, change the economic balance of the contract or considerably extend its scope. The contracting authority does not consider that if the contract had originally been advertised to include this extension that it would have attracted any different participants or candidates or that the outcome of the original procurement would have been any different.
