The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Health Board (UHB) and NHS Executive who are seeking to establish a five year contract to develop a digital health hub for patients suffering from rare diseases, and their carers, who are registered in Wales. The digital health hub will be a regional approach for AB UHB, C&V UHB and CTM UHB.

Care Circle will work with Cardiff and Vale UHB and the rare disease community to develop a digital hub which includes established patient groups, and health care professional teams. The hub will supply a safe and secure social platform that provides the capacity for discussion, dissemination of robust information and provision of peer support, signposting of people to this space and to CVUHB, capacity for members to track and record their symptoms and journal their health experience and use the symptom checker (including download of the symptom checker report).

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
Cardiff and Vale UHB and its regional partners have a requirement to develop a digital health hub for patients suffering from rare diseases, and their carers, who are registered in Wales. The goal of the project is to support the four-nation approach to develop a Rare Disease Action Plan to improve the lives of those living with a rare disease and to provide the remote care component of this work, which has previously been considered vital but undeliverable. The digital hub will be co-created with the rare disease community, which includes established patient groups, and health care professional teams. This will improve communication, reduce feelings of isolation, improve co-ordination of care and patient empowerment, alongside social prescribing, data linkage, carer support. The development of patient registries and use of AI will transform the rate of research and therapy development in Rare Disease.
Due to limited funding within this area, C&V UHB and NHS Wales Executive have been working with Industry on potential solutions and as such, Care Circle have offered to develop the digital health hub free of charge on a five year contract.
Based on the above, the Authority is issuing this notice and applying a 10 day standstill period prior to awarding a five year contract.
