II.2.4) Description of the procurement
Caerphilly Educated Other at School Service (EOTAS) aims are to:
Ensure early identification and intervention.
Minimise as far as possible the interruption to a learner’s normal schooling.
Provide a continuity and progression as far as circumstances will allow.
Raise achievement and attainment by removing barriers to learning.
Achieve reintegration to mainstream schooling for as many pupils as possible, as soon as possible.
Secure the best educational outcomes within the context of the learner’s social, emotional and health needs.
Promote appropriate vocational and academic education across EOTAS provisions.
Reduce the number of young people not in education, employment, or training (NEET) within the LA.
Ensure that the rights and entitlements of vulnerable children and young people are safeguarded.
Ensure qualifications offered to learners must meet the Welsh requirements as set out in the Approved Qualifications in Wales database.
Provide best value in terms of learner outcomes and value for money.
Providers offering this service will need to :-
Provide a management structure, necessary infrastructure and capacity to ensure the provision meets learner need and operates safely, effectively and efficiently.
Provide a curriculum that meets the individual needs of all learners. At Key Stage 4 the minimum aspiration for learners should be Level 1 Threshold, including English and Mathematics. All curriculum issues will be discussed half termly with an EOTAS Service Team member.
Provide curriculum and social skill interventions to meet leaner needs.
Be compliant with Child Protection procedures and able to demonstrate a working knowledge and compliance with the All-Wales Child Protection procedures.
Demonstrate effective behaviour management in relation to learner need.
Be compliant with all statutory responsibilities where learners are single or dual registered, including developing Individual Development Plans (IDPs), and the arrangement and conducting of Person-Centred Reviews for those pupils who have identified ALN.
Provide all Post 14 learners with access to Careers Wales interviews and where appropriate provide a work-related placement.
Ensure all teaching staff have the relevant teaching qualifications specific to those specialist areas of the curriculum in English and Mathematics.
Ensure there is no discrimination directly or indirectly on the grounds of gender, marital status, race, disability, colour, ethnic and national origin in any terms of employment of the service delivery.
Ensure all staff involved in the provision undergo and maintain a successful Disclosure and Barring Service (DBS) check in accordance with the conditions of this Framework throughout the lifetime of the agreement period.
Attend Provider Network meetings on a termly basis.
Attend the LA Child Protection training.
Comply with health and safety requirements
