Updated Business Plan for Haverfordwest Flagship Heritage Attraction

Description of the goods or services required

Pembrokeshire County Council in partnership with the new Haverfordwest Castle CIO, is seeking to appoint a consultancy to update the existing business plan for Haverfordwest Castle’s Flagship Heritage Attraction in advance of the National Lottery Heritage Fund delivery phase funding application, which is scheduled for submission in August 2025. The appointed consultancy will be required to sense-check and validate all assumptions made in the existing plan, provide suggested improvements and additional income streams and create an updated version for the project giving due regard to all relevant NLHF guidance on business planning.

Total quantity or scope of tender

Pembrokeshire County Council and Haverfordwest Castle CIO require a business plan to be produced which is robust and realistic in its assumptions, but is also ambitious in seeking to provide a top class visitor attraction. The current business plan is expected to form the basis of this new piece of work, but it should be recognised that a number of changes have occurred since the original business plan was written, in particular the formation of Haverfordwest Castle CIO who will be the operators of the attraction and the ultimate owner of the new business plan. Furthermore, though the current business plan does compensate for the recent economic downturn, the unfolding cost-of-living crisis may have had further impact on viability and we wish to confirm the viability of the business plan within the current economic climate.
