II.2.4) Description of the procurement
In 2019, DHCW procured a technical solution including support services to provide message based integration between secondary care applications and GP practices in Wales. The solution provisioned a messaged-based integration between secondary care applications and GP practices in Wales, replacing all existing secondary care to primary care GP LINKS solutions in NHS Wales. The secondary care applications include the Welsh Laboratory Information Management System (“WLIMS”), Welsh Radiology Information System (“WRIS”), Screening applications (currently Bowel Screening Information Management System (“BSIMS”)) and Accident & Emergency letters from Cwm Taf from Welsh PAS. Other applications may be developed throughout the term of the agreement. This includes the provision and support of a Central National Messaging hub for Wales, to handle the conversion and transmission of a range of Clinical messages and results between Hospitals and GP Practices across all of Wales.

VII.1.4) Description of the procurement
The GP Links contract provides message-based integration between secondary care applications and GP Practices in Wales. The solution procured replaced all previous secondary care to primary care GP Links solutions in Wales and it takes results from Welsh Laboratory Information Management System (“WLIMS”), Radiology Systems (“WRIS”) as well as Screening messages and Accident & Emergency letters from Cwm Taf and sends them to GP Practices across NHS Wales.
In April 2021, DHCW received an urgent request for a new Vaccination Message dataflow to enable the transmission of Vaccine Messages from the BSO Vaccine Management System (“VMS”) and the DHCW Welsh Immunisation System (“WIS”) onto GP Practices. The Change Control Notice (“CCN”) was issued on an urgent basis as it was required to enable NHS Wales to meet the needs of the national COVID immunisation programme. This was an urgent unforeseen change as a result of the COVID-19 pandemic, and it was unclear at the time whether the new dataflow would be required for the remaining duration of the contract.

VII.2) Information about modifications
VII.2.1) Description of the modifications

In accordance with government policy and public health requirements it has become a business as usual requirement to support the Vaccination Programme which has necessitated the need to modify the contract.

The GP Links solution is so bespoke and embedded within DHCWs’ national product set that it would present significant technical difficulties, inconvenience and disproportionate costs to employ a separate contractor to deliver the existing service whilst migrating on to a replacement solution.
