II.2.4) Description of the procurement

DHCW is seeking to establish a sole supplier Framework for the provision of a new Digital Maternity Solution, which will be a single National solution for a digital maternity service with functionality to support shared maternity records and notes across NHS Wales organisations. This service will be supported by a national service management regime.

The core scope of the system includes, but is not limited to:

1. case and referral setup

2. caseload management

3. recording, triage and management of assessments; and

4. treatment and discharge records/summaries

5. service users’ personal record

6. create and maintain a clinical maternity record.

Price is not the only award criterion and all criteria are stated only in the procurement documents

Justification for any framework agreement duration exceeding 4 years: As Call Off Agreements may be for a period of not less than five (5) years, the Framework needs to be available for further Call Off Agreements to be entered into should the circumstance arise whereby DHCW need to implement, integrate or provision supporting services for maternity services.
