Abstract

In 2010, the Council entered into a collaborative partnership with a preferred partner to invest, shape and develop local priorities and plans to promote an IFSS model in Newport. This partnership has resulted in a range of developments including Family Support Team (FST). The existing provider has invested in, developed and jointly managed the delivery of the wider IFSS as part of a collaborative partnership with the Council from 1st April 2011. The contract was retendered in 2017 and it commenced 1 April 2018 with an expiry date of 31 March 2025. The Strategic Partnership includes: • Family Support • Family Group Conferencing (FGC) • Rapid Response Team • Therapeutic Team • Baby and Me service • Placement Support • Domestic Abuse Response service This service will result in a collaboration partnership where the preferred partner will continue to be integral to the management and development of the services within the Family Service portfolio. Invitation Newport City Council is looking for a suitably experienced provider to tender for an investment partnership for the delivery and further development of the Council’s Family Support Service. The Council expects a minimum investment of £200,000.00 excl. of vat from the preferred partner to continue, and further develop, the services that are delivered as part of this collaboration. The Council will contribute funding on a ratio of approximately 4:1, with the expectation that the partners will maximise opportunities to increase investments and/or secure additional funding over the lifetime of the contract, in the best interests of the service. The Council considers that TUPE will apply to this requirement and bidders should complete and forward the ‘TUPE Confidentiality Undertaking Form’ through the etenderwales messaging portal so the TUPE staffing information can be released. The ‘TUPE Confidentiality Undertaking Form’ can be found within the ‘Declarations and Confirmation’ section within the Technical Section of the ITT. The Service will commence 1st April 2025. The Partnership arrangement will be for 5 years with an option to extend for 5 years This notice asks for expressions of interest to provide this service to procure@newport.gov.uk. Providers who have expressed interest will then be asked to attend a meeting with the Commissioning Officer, for Children Services, and Procurement Officer to discuss the requirement further on Wednesday 6th November, time to be arranged, and are asked to bring a business plan.
