The procurement falls outside the scope of application of the Directive

Explanation:

The procurement of newborn bloodspot cards is needed to screen newborn babies in Wales for serious, life threatening conditions. In order to maintain the continuity and consistency in the newborn bloodspot screening service it is imperative that the same blood test cards are used on an ongoing basis. This is the only supplier that is able to manufacture these specific cards as they have developed the design and chemical composition of the Welsh test card.
