Description of the goods or services required

Conwy County Borough Council (hereafter referred to as the Client) is currently seeking to procure a suitably qualified Contractor (for clarity, reference to Tenderer within these documents should be taken as having the same meaning as Contractor) for the performance of the following contract:

Form of Contract

The form of Contract for this Scheme will be NEC4 Engineering and Construction Short Contract, Option A: Priced Contract with activity schedule, June 2017 including Amendments (2023); secondary Options X2, X4, X7, X12 X15, X16, X17, Y(UK)2 and Z Clauses.

Summary of the Works

The works involve but are not limited to the refurbishment and remodelling of the Reception area in Colwyn Bay Leisure Centre as follows:-

Site Setup / Preliminaries

Temporary Works including coordination – Note building to be occupied during the works.

Undertake a Pre-refurbishment Asbestos Survey and issue report prior to commencement.

Building Control Application including inspections and provision of a Completion Certificate.

De-commissioning, isolation, and removal of redundant building services.

Isolate Electricals, Gas, Fire Alarm, intruder Alarm, water, drainage.

Soft strip and demolition of fixtures, furniture, partitions, walls, ceilings, floor coverings to enable the refurbishment works to progress.

Forming and alterations to form structural openings.

Builderswork to prepare surfaces, holes and/or framing for the refurbishment works to commence.

New domestic cold water feed serving drinks machines.

Strip Existing electrical sockets to fitness instructor wall.

Erection and installation of internal glazed partitions, ceilings and floor covering including connections into existing structure including making good.

Prepare existing surfaces and apply decorations to walls, ceilings, woodwork and metalwork installations.

Installation of Building Services including Containment, Small Power, Fire Alarm, Security, Lighting and Emergency Lighting, Access Control(Paxton) and Air Conditioning, testing and commissioning.

Fire stopping.

Removal of all materials off site to licensed tip.

Handover

Thorough commercial clean of work area prior to hand over

Testing and commissioning including certification.

Provide a Health & Safety File

Provide Operation & Maintenance Manuals on work.

Provide one electronic copy of ‘as built’ drawings in AutoCAD 2016

Disposal of Asbestos to licenced tip, including copies of all paperwork and clearance certificate to re occupy.

Disposal of arising’s to licenced tip.

Arrange for Building Control Completion Certificate.

Provide a full photographic record of the detailed construction as it proceeds.

Obtain a Completion Certificate from CCBC Building Control at the end of the works.

Provide a walk through with demonstration of services upon completion of the works.

Complete the COBIE data in full on the interactive spread sheets provided.

3 Conditions for Participation

Minimum standards and qualification required

To submit a bona fide tender with all appendices as detailed within the tender documents by the return date and time. Also to include for any additional information or alterations to the tender documents during the tender period as uploaded onto Sell2Wales
