Abstract

Background (Phase 1) In 2023/2024 an external supplier was commissioned to conduct research on current resources being used to support learners from the social care sector, and early years and childcare sectors, with their ESW qualifications. The research report established that there is a lack of good quality, sector specific resources available to support learners to achieve their ESW qualifications. The report therefore concluded that there is a significant demand for good quality, sector specific resources, which reflect generic roles and functions and focus on getting the basic functional skills right. What is required / ‘The Requirements’ a Resource Development Following the findings of Phase 1 we are now seeking a suitability skilled and experienced supplier to work closely with Social Care Wales and other key stakeholders (including relevant awarding bodies) to develop a set of national, bilingual, accessible, and sector specific resources to support the learning and delivery of: - ESW Level 1 and 2 Application of Number for Health and Social Care (HSC) - ESW Level 1 and 2 Application of Number for Early Years Childcare (EYCC) - ESW Level 1 and 2 Communication for Health and Social Care (HSC) - EWS Level 1 and 2 Communication for Early Years Childcare (EYCC) The supplier must ensure that the resources align with any wider ESW developments (for example, as a result of the Qualification Wales review). The resources will be used to support learning in the context of social care. They will include care-based tasks or activities which could be used by tutors during their lessons to help confirm understanding and/or an individual independently. b Resource Testing Following development, the supplier must also test the resources via engagement with the Social Care Wales and other key stakeholders (i.e. awarding bodies, learning providers, learners, employers, subject matter experts and relevant advisory groups). This will be critical the ensure the resources are effective, relevant and accessible. The supplier must use the outcome of this testing to produce the final products. Outputs Stage 1 (November 2024): Agree project plan and submit draft resource / proposal for Social Care Wales’s approval. Stage 2 (November 2024 – February 2025): Work closely with Social Care Wales and other key stakeholders to develop and create a set of resources and materials to support the learning and delivery of: - ESW Level 1 and 2 Application of Number for Health and Social Care (HSC) - ESW Level 1 and 2 Application of Number for Early Years Childcare (EYCC) - ESW Level 1 and 2 Communication for Health and Social Care (HSC) - ESW Level 1 and 2 Communication for Early Years Childcare (EYCC) Stage 3 (February - March 2025): Test the prototype resources with the relevant stakeholders, refine and submit final draft for approval. Budget

There is a budget of £45,000 (inclusive of any applicable VAT) agreed for this contract.

The Supplier will provide full financial breakdown of the costs associated with the project for consideration through the evaluation process.

Prices must be quoted in pounds sterling and clearly state if VAT will or will not be charged.

Length of contract

The contract will run from 11 November 2024 - 31 March 2025.
