Abstract

The effective use of GIS is crucial to allow the Council to meet its explicit statutory duties and requirements relating to land, property, road and highway gazetteers. GIS is instrumental in supporting key services across the Council to deliver against other statutory duties and provisions, where spatial data is fundamental i.e. development and forward planning, highways, business and regeneration, and environmental and nature services. Furthermore, it implicitly supports the provision of other key services such as education and schools, community safety, social services, and corporate services where it supports the visualisation of key information for service delivery. We are keen to commission a review of our current GIS functionality. We anticipate from the review that the successful contractor will subsequently make recommendations to the Council by providing a report which outlines a roadmap (via SMART action plan) to a sustainable future for an efficient and effective GIS. It is anticipated that the review will be supported by good practice case studies to support our transition setting a compelling picture for change and improvement

This Procurement exercise is being run by the Authority's e-tendering portal Bravo Solutions https://etenderwales.bravosolution.co.uk.

As part of your submission, bidders will be required to demonstrate their previous approach/experience in delivering Community Benefits and are required to submit a Method Statement in the form of a "Community Benefits Plan" setting out how they will incorporate and deliver "Community Benefits" through this appointment within Blaenau Gwent. Examples of the range of benefits include but are not exhaustive to –

• Targeted Recruitment and Training (including existing workforce and economically inactive)

• Local Supply Chains, including use of social enterprises
