Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to establish a contract to appoint a Civil and Structural Engineer to undertake a condition survey of the existing roofs to tower blocks 1 and 2, with link blocks 4, 5 and 6 at UHW. Subject to the findings of the report and the levels of corrosion identified, the designers will be expected to provide a number of shortlisted options outlining all the advantages and disadvantages with associated cost estimates, so CAVUHB can make an informed decision on their preferred choice of strategy to progress. The designers will undertake all the necessary surveys of the existing roof. They will be responsible for carrying out any applicable surveys that will inform the design process required for the supply and installation of the new roof, should one be required. Throughout the design and construction process, the designer will be expected to undertake the role of principle designer in accordance with the Construction (Design and Management) Regulations 2015. Throughout the pre- and post-contract process, the design team will be expected to liaise with third-party entities, such as Building Control, to ensure they are involved in the process where applicable and seek any specialist support and approvals. Description of the goods or services required

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to establish a contract to appoint a Civil and Structural Engineer to undertake a condition survey of the existing roofs to tower blocks 1 and 2, with link blocks 4, 5 and 6 at UHW. Subject to the findings of the report and the levels of corrosion identified, the designers will be expected to provide a number of shortlisted options outlining all the advantages and disadvantages with associated cost estimates, so CAVUHB can make an informed decision on their preferred choice of strategy to progress.

The designers will undertake all the necessary surveys of the existing roof. They will be responsible for carrying out any applicable surveys that will inform the design process required for the supply and installation of the new roof, should one be required.

Throughout the design and construction process, the designer will be expected to undertake the role of principle designer in accordance with the Construction (Design and Management) Regulations 2015.

Total quantity or scope of tender

A site wide roof condition survey would be undertaken to establish the extent of the corrosion and to assess the remaining life cycle of the metal profile roof that is constructed above the Ward block and tower blocks 1 and 2.

Subject to the findings of the report and the extent to which the corrosion is evident a budget cost analysis would be undertaken to determine the level of investment required over the next few years with a view to develop a business justification case to seek Welsh Government funding to upgrade the main roof structure across the Ward block and tower blocks 1 and 2. The proposal would be to undertake the works on a phased basis, likely to be over a 3 year period.

The replacement of the roof covering would provide the best possible option to prevent water ingress into key clinical areas and therefore mitigate the loss of beds and treatment areas

tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as

set out in the ITT and that save for matters of clarification or consistency the Contracting Authority

will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
