Abstract

Evaluation of the Coleg Cymraeg Cenedlaethol (March 2011 to date) Tender reference: T06HE/2013/14 The Higher Education Funding Council for Wales (HEFCW) wishes to let a contract for the bilingual evaluation of the outcomes of the Coleg Cymraeg Cenedlaethol (the Coleg) in response to a 2013-14 remit letter request from the Welsh Government. This requires us to undertake an evaluation of the outcome of the Coleg’s activities, including a review of the funding provided to the Coleg, in order to produce a final report by September 2014. The Coleg was established during March 2011 as a company limited by guarantee and is also a registered charity. The Coleg was established to increase, develop and broaden the range of Welsh medium study opportunities at universities in Wales and to increase the numbers of students studying through the medium of Welsh. The work will therefore include carrying out interviews/focus groups through the medium of Welsh, analysing feedback submitted in the Welsh language, and producing a final report in both English and Welsh. The evaluation occurs too early in the lifetime of the Coleg to assess the final outcomes of its work: our expectation is therefore that the work will look at what has been achieved thus far against key objectives. The evaluation will need to enable us to assess whether the Coleg has achieved its aims and objectives to date, assess the delivery and management of the Coleg’s objectives, assess the effectiveness of various elements of its activities; examine value for money on the basis of outputs and outcomes, and make evidence-based recommendations for improvements and the development and delivery of future activity. We anticipate that the contract for this work will be awarded during March 2014 and will run until July 2014. The successful bidders will need to attend a project inception meeting, prepare a detailed project plan as a result of that meeting and participate in regular progress meetings. They will need to present the emerging findings (in Welsh) to the Coleg’s June board meeting, and subsequently submit a draft report for discussion at the final project meeting. They will then need to submit a final bilingual report, including an executive summary. We will then provide this report to the Welsh Government. We are interested in receiving pre-qualification questionnaires from organisations that have experience and/or knowledge of evaluating Welsh medium projects, and/or projects similar in nature to the Coleg ie focussing on increasing specific types of provision. We are also interested in receiving pre-qualification questionnaires from organisations with experience or understanding of Welsh medium evaluation more generally. Award of this contract will be subject to a satisfactory financial evaluation. Mae Cyngor Cyllido Addysg Uwch Cymru (CCAUC) am osod contract i gynnal gwerthusiad dwyieithog o ganlyniadau'r Coleg Cymraeg Cenedlaethol (y Coleg) mewn ymateb i gais llythyr cylch gwaith 2013-14 gan Lywodraeth Cymru. Mae hyn yn ei gwneud yn ofynnol i ni gynnal gwerthusiad o ganlyniadau gweithgareddau'r Coleg, gan gynnwys adolygiad o'r cyllid a ddarparwyd i'r Coleg, er mwyn llunio adroddiad terfynol erbyn Medi 2014.

Cafodd y Coleg ei sefydlu yn ystod mis Mawrth 2011 fel cwmni cyfyngedig drwy warant ac mae hefyd yn elusen gofrestredig. Cafodd y Coleg ei sefydlu i gynyddu, datblygu ac ehangu ystod y cyfleoedd i astudio trwy gyfrwng y Gymraeg ym mhrifysgolion Cymru a chynyddu nifer y myfyrwyr sy'n astudio trwy gyfrwng y Gymraeg.
