Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The potential alternative solutions which were investigated did not fulfil all of the criteria specified by Surrey and Sussex Police, which were:
— provides an integrated solution to a programme of leadership development at all grades of officers and staff, up to and including Chief Officers,
— access to the latest research content on leadership in a compressed and digestible format and is tailored to what Surrey and Sussex Police need,
— maps accredited qualifications to organisational mission and leadership guiding principles,
— accessible to the entire organisation enabling a shared conversation about the same goals,
— provides a personal profile which tracks engagement, CPD and accredits learning,
— available immediately to support the release of a joint Leadership Strategy and Framework.
The organisation canvassed a wide range of local and national partner organisations to identify potential alternatives for consideration with particular focus on local public sector partners with whom we are already developing joint approaches to leadership.
