Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
Cardiff City Council awarded the Park and Ride facility requirement to Cardiff Bus. The Health Board require this service to support the Welsh Government’s free hospital parking policy due to UHW being an extremely busy and congested traffic site and the Health Board’s Sustainable Travel Plan and Car Parking Strategy.
The current service provides Monday to Friday coverage from a 6:30am departure from the Park and Ride site with a final finish from UHW at 7:45pm, however, the Health Board has received additional funding to expand the coverage until 11pm and increase the frequency to every 10 minutes rather than the usual 20 minutes.
In addition, a new Park and Ride Service will operate from UHL to Toy R Us. Both of these schemes will be for a one year trial period.
Based on the above, the Health Board is applying a 10 day standstill period prior to awarding this contract.
