Cartrefi Conwy will seek to invite tenders for organisations to participate in a 48-month framework agreement for the provision of legal services the range of services required will be detailed in the procurement documents. However it is envisaged that the procurement will consist of four lots covering, corporate and funding, HR and employment, housing management, and property, land and development.
The agreement will be used by Cartrefi Conwy and all subsidiaries of Cartrefi Conwy, both current and future.
Cartrefi Conwy will also make this agreement accessible by other contracting authorities operating across North Wales, primarily Registered Social Landlords that can be identified in the following listing:

Legal services classify as a 'social and other specific service', therefore this procurement is being conducted in compliance with regulations 74-76 of the Public Contracts Regulations 2015.The process to be followed can be considered to be a 'pseudo-open procedure'. All economic operators that express an interest in response to this prior information notice will be invited to participate in a single stage tender process. Cartrefi Conwy reserves the right to hold moderation and validation interviews to a reduced shortlist economic operators, based upon the results of the evaluation of written tender submissions.
This prior information notice is being issued as a call for competition, with economic operators that express an interest invited to submit a tender to participate in the proposed framework. Invitations to tender are expected to be issued on the 25 May 2020, however this date may be altered by Cartrefi Conwy at their discretion.
A framework agreement consisting of multiple economic operators will be awarded without further publication of notices and expressions of interest should be made in writing via the email contact point provided I.1) of this notice.
Tenders will be issued to those economic operators that have expressed an interest via the Delta eSourcing portal. Therefore economic operators that wish to participate in this process are advised to register for an account: www.delta-esourcing.com
