Description of the contract
With increasing concerns over the rise in the use of vehicles as a weapon in the UK, Newport City Council and Gwent Police commissioned the Counter Terrorism Policing Unit to assess the potential risk within the city centre and advise on appropriate measures to remove or mitigate these risks.
The Hostile Vehicle Mitigation Report made the following recommendations:
1) Current times for deliveries should be reviewed and tighter restriction on vehicle access times introduced.
2) Install measures at identified threat locations around the city centre.
3) Rigorous enforcement of parking/vehicle access restrictions.
In response to the Covid-19 pandemic, a traffic regulation order was introduced into the city centre to restrict access times for vehicles, to allow for an increase in pedestrianised space for outdoor seating and social distancing. This remains in place and addresses point 1 of the recommendations.
Civil parking enforcement was introduced across the city in 2019, which has addressed point 3 of the recommendations.
Therefore NCC is advertising for the procurement of design and build specialist consultant and contract services measures at identified threat locations around the city centre.
