Abstract
We are seeking to issue a Contract for a Land Identification and Purchase Consultant to support Tai Tarian in the delivery of its corporate objective to increase its housing stock through land acquisitions/development.
The appointed consultant is to provide specialist land identification and purchase service to the Development Department to be able to meet its development targets of 100+ new plots per annum over the next 5 years.
A maximum of 1 consultant will be awarded the Contract.

Description of the goods or services required
We are seeking to issue a Contract for a Land Identification and Purchase Consultant to support Tai Tarian in the delivery of its corporate objective to increase its housing stock through land acquisitions/development.
The appointed consultant is to provide specialist land identification and purchase service to the Development Department to be able to meet its development targets of 100+ new plots per annum over the next 5 years.

Total quantity or scope of tender
The Contract shall operate as 1 day per working week for a period of 12 months, with an option to extend for up to a further 12 months.
The estimated value of the contract is expected to be in the region of 40,000 plus VAT (this figure includes travelling and other expenses).
In addition to the day rate, we would expect a commission fee percentage per site to be payable to the Service Provider, either at a percentage of the land value or a minimum agreed value.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
It is a contract condition that the Provider delivers community benefits as part of this Contract.
There are a variety of community benefit obligations outlined in the Contract and the Provider must agree to deliver one or more.
Tenderers must not outline the community benefit’s they are currently delivering for existing Clients. Tenderers must outline what they propose to offer for Tai Tarian if awarded the Contract.
Delivery of community benefits through all spend is aligned with the Well-being of Future Generations Act Wales and delivers against its goals.
All community benefit activities must take place within the Neath Port Talbot County Borough.
