The Borough Council of Calderdale is intending to follow the Most Suitable Provider Process to award this contract. The Contract is to lead seamless provision of Integrated Health and Well-being support for adults (IHWBS4A) in Upper Calder Valley, Calderdale across organisations to improve outcomes for people. *see service specification in appendix A of the contract for further detail.

II.2.4) Description of the procurement
Aim: To lead seamless provision of Integrated Health and Well-being support for adults (IHWBS4A) in Upper Calder Valley, Calderdale across organisations to improve outcomes for people.
The Council is undertaking three separate procurements using the most suitable provider process for the provision of Integrated Health and Well-being support for adults. These contracts cover:
Central Halifax, Calderdale,
Upper Calder Valley, Calderdale (this Notice), and
North and Lower Valley, Calderdale.
Objectives:
• Support individuals and groups to adopt healthy behaviours.
• Connecting people to assets in their local community that can help them be well.
• Stimulate, activate, and supports health and wellbeing opportunities in the local community. The lead provider (hubs) of Integrated Health and Well-being support for adults, provide low level support to individuals and groups to adopt healthy behaviours. The role of the lead provider (hubs) connects people into community assets to improve and support their health and well-being, as well as connection into more specialist support as appropriate.
The lead provider (hubs) will initiate, build capacity of, connect and support sustainable community assets, which support the agreed health and well-being outcomes, in the community of which the organisation is a trusted anchor. *see service specification in appendix A of the contract for further detail.
The Council does not expect the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (TUPE) to apply. However, providers shall not be entitled to rely upon this representation and are required to make their own enquiries, and seek their own legal advice.
Contract period: 1st April 2024 to 31st March 2027 with the option to extend on an annual basis, up until 31st March 2029 (3+1+1).

This is a Provider Selection Regime (PSR) intended approach notice. The intention is to award a contract using the most suitable provider process. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
The award decision-makers for this contract are the Borough Council of Calderdale Public Health Leadership Team. The Council will consider all requests to be considered as the ‘most suitable provider’. The Council will then identify and assess potential providers who may be the most suitable provider, with reference to the key criteria and the basic selection criteria. The Council may ask you to provide further information and evidence against the criteria, as part of this process to help with decision-making as necessary.
