To ensure that the Council delivers the most dynamic and visually exciting festive displays in an effective way, the Council wish to go out to the market to secure appropriate and experienced suppliers for this service. The agreement will require proven expertise and resources to supply vibrant festive displays across the City, as well as manage, plan, install and remove the festive lights programme for the Capital City of Wales.

II.2.4) Description of the procurement
The council is looking to appoint a single supplier for the services on offer within Lot 1;
The contractor will be required to install festive displays and lighting to ensure completion within the agreed timescales by City Centre Management;
The contactor will be required to install Council own lights, as well as the hired lights from Lot 2 contractors;
Repairs and maintenance/ electrical services will be provided by the contractor throughout the festive period;
The contractor will be required to remove the displays by the agreed timescales made by the City Centre Management;
The contractor will be required to dedicate a storage unit to accommodate the Council’s existing and additional stock as and when purchased.

The council will look to appoint up to 3 contractors onto the ‘Framework’ for the hire of bespoke festive lighting;
The lot will include the hiring of festive displays for the time period specified by City Centre Management.
The awarded contractor from Lot 1 will be required to install and remove hired displays;
The City Centre Management Team will draw up plans on the requirement for each festive period over the lifetime of the contract;
The Council will reserve the right to approach individual or all suppliers awarded onto the Framework to obtain bespoke work to ensure the festive lights programme is followed and best value is achieved. Further information on the Council's quotation thresholds can be obtained in the ITT.
