Abstract

A Joint Ministerial Task and Finish Group is overseeing implementation of a programme of work to embed a Whole School Approach to Mental Health. The Welsh Government wishes to commission development of a theory of change and an evaluability assessment in order to prepare for a full process and impact evaluation of the approach. The work will include working with key stakeholders to understand the scope and scale of policy ambitions and drawing upon learning nationally and internationally to develop a plausible theory of change. It will also involve understanding what evidence is available and what more needs to be collected to understand the implementation of the approach and measure its impact.
