Description of the goods or services required

We are seeking to issue a Contract for the provision of External Audit Services. Tenderers are invited to submit detailed, thorough proposals to improve our current processes.

The scope of work to which this Contract applies covers:

1. The provision of an external audit service for Tai Tarian and any subsidiary, which meets all statutory and regulatory requirements.

2. The provision to management, Audit & Risk Committee and Board of a comprehensive management report on the findings of the audit.

3. Reporting of any failures or weaknesses in internal controls, together with recommendations for remedial action along with any additional improvements to management and the Audit & Risk Committee.

4. Provision of an annual report to the funders of Tai Tarian that the covenant measures which it must measure and report to have been correctly calculated in accordance with the Loan Agreement.

Tai Tarian’s current spend on external audit services is approximately 20,000 GBP excluding VAT per annum (this figure includes travelling and other expenses).

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Tai Tarian is committed to contributing to the social, economic and environmental well-being of the wider community. Consequently Community Benefits clauses will be a mandatory contract clause. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the contract, if a Tenderer does not agree to this, then the Tenderer will be rejected.

This means, as part of their tender response, Tenderers are required to set out how they will deliver ‘community benefits’ through the contract by completing the ‘Menu of Options’ which will form their Community Benefits Plan, attached as Appendix 2.
