Abstract
The estate consists of 6 blocks of residential flats which are served by a front communal entrance and rear communal staircase. The Block are three storeys in height and are located in a residential housing estate. The residents of the flats consist mainly of Bron Afon tenants and some leaseholders.
There has been some major improvement works previously undertaken to the front entrances of the buildings. The roof coverings have not been replaced since their original construction and there have been numerous repairs undertaken over time. The existing roofs are now starting to fail and in some instances this has resulted in water penetration into some of the properties, particularly on the top floors of the buildings.
The roofs are failing due to deterioration from general age and continued exposure from the sun, wind and rain. Block 1-5 has recently had its roof replaced due to similar issues. It was therefore decided that as the roofs are at the end of their useful lifespan they should be replaced as a matter of urgency.
The existing roof construction consists of; concrete interlocking roof tiles on timber roofing battens and bituminous felt. The roofs contains valleys and ridges and has numerous soil vent pipes penetrating through them.
The project is subject to consultation with leaseholders under section 20 of the Landlord and Tenant Act and works will have to be undertaken under the terms of a bat license from NRW (not yet in place).

Total quantity or scope of tender
A period of 12 weeks has been allocated to complete this project.
The tender will be awarded to the Most Economically Advantageous Tender.
The contract will be undertaken using the JCT Minor Work Building Contract 2016 including Bron Afon’s standard prelims and amendments.
Work is to be carried out in accordance with the attached Specifications – Appendix 3.
The successful contactor is expected to comply with Bron Afon’s Contractor Code of Conduct – see attached Appendix 9.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Bron Afon is committed to contributing to the social, economic and environmental well-being of the wider community. Consequently Community Benefits clauses will be a mandatory contract clause. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the contract and as such, a minimum 1% cash donation will be required.
The buyer considers that this contract is suitable for consortia bidding.
