Abstract
Bron Afon is seeking a suitably experienced Contractor to undertake a conversion of a 4 bedroom maisonette into 2 flats (1 bed and 2 bed) and communal hallway refurbishment works.
The maisonette (no.5) that requires conversion is located in a four-storey block in Linton Court, Abersychan, Torfaen. The block currently has 14 properties (flats & maisonettes) and is split into two adjoining sections; properties 1-6A and 7-12A. Each section has its own communal entrance and stairwell. Communal refurbishment works are required to both 1-6A and 7-12A.
Further communal refurbishment works are required in a second block of flats (Afon Court) of the same architype 0.2 miles down the road. Again this block is split into two adjoining sections; properties 1-6 and 7-12. Each section has its own communal entrance and hallway and refurbishment works are required to both sections 1-6 and 7-12.
To comply with Building Regulations a fire suppression system is required as part of the maisonette conversion. Bron Afon wish to appoint a nominated subcontractor to undertake the design and installation of this system. These works will be procured through the WPA’s framework. A management fee has been included in the pricing schedule of the maisonette conversion for the co-ordination and supervision of this nominated subcontractor. For clarity the fire suppression system is only required in properties 1-6A Linton Court and their corresponding communal area. No fire suppression system will be installed in properties 7-12A or their communal area.

Contractors bidding for this work must be able to commence work on site in October 2020 and be completed and invoiced by the end of February 2021. A period of 16 weeks has been allocated to deliver this project.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Bron Afon is committed to contributing to the social, economic and environmental well-being of the wider community. Consequently Community Benefits clauses will be a mandatory contract clause. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the contract and as such, a minimum 1.5% cash donation will be required.
The buyer considers that this contract is suitable for consortia bidding.
