Pobl Group (The Employer) wishes to appoint a suitable Contractor who can be appointed on a 2 stage process for the Design and Build of 160 homes and commercial space at the Beacon Hill site in Townhill, Swansea.
The Contract term for the Pre-Construction Services Agreement is for approximately 4 months.
The location of the project is:
- Beacon Hill, former Townhill Campus, Swansea, SA2 0UT
The successful Tenderer will enter into a stage one Pre-Construction Service Agreement (PCSA) based on the Pre-Construction schedule of services.
Following award of the PCSA, the Contract period will be used to facilitate a ‘collaborative approach’ towards developing an approved scheme within the stated budget (refer to the ITT documents).

II.2.4) Description of the procurement
During the PCSA stage the successful Tenderer will be required to carry out the following tasks:
- In consultation with the Employer complete the scheme design (complete full design)
- Obtain full Planning approval
- Obtain all statutory approvals
- Carry out all value and risk workshops (when necessary).
- Prepare a monthly status report including commercial update on development of the contract sum analysis. Report on progress against agreed second stage activity schedule and programme.
- All other duties indicated in the PCSA schedule of services included in the tender documents.
