Cartrefi Conwy invited tenders for organisations to participate in a 48-month framework agreement for the provision of legal services. The range of services required was detailed in the procurement documents. The framework will consist of four lots covering, corporate and funding, HR and employment, housing management and property, land and development.
The agreement will be used by Cartrefi Conwy and all subsidiaries of Cartrefi Conwy, both current and future.
Cartrefi Conwy will also make this agreement accessible by other contracting authorities operating across North Wales, primarily Registered Social Landlords that can be identified in the following listing:

Legal services classify as a 'social and other specific service', therefore this procurement was conducted in compliance with regulations 74 - 76 of the Public Contracts Regulations 2015. The process followed was considered to be a 'pseudo-open procedure'. All economic operators that expressed an interest in response to the Prior Information Notice were invited to participate in a single stage tender process.

The contracting authority incorporated a 10 calendar day standstill period at the point information on the award of the framework agreement was communicated to tenderers. This period allowed unsuccessful tenderers to challenge the decision to award the Framework Agreement before it is executed.
The Public Contracts Regulations 2015 (‘Regulations’) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations. Where an agreement has not been entered into the court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the framework agreement has been entered into the court has the options to award damages and/or to shorten or order the framework agreement ineffective.
