Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
Pursuant to the Public Contracts Regulation (PCR) 2015 Negotiated procedure without Prior Publication, NHS Wales is intending to place a single source contract with Honeywell Building Solutions for upgrades to the BMS in various sites in the West area of Betsi Cadwaladr University Health Board.
The sites included are as follows:
Ysbyty Gwynedd, Bangor
Bryn Beryl Hospital, Pwllheli
Eryri Hospital, Caernarfon
Ysbyty Alltwen, Tremadog
The system will include replacement and rewiring of various controller modules linked to the existing building management system, this will need to be compatible with existing Honeywell software to provide carbon and energy usage reporting and controls. There will also need to be a software updates to reflect the new installations and this can only be provided by Honeywell.
The installation needs to be in line with the existing provision in the West area of BCU and in conjunction with the Maintenance contract associated with these works therefore Honeywell are the sole supplier for this provision.
