Abstract

NHS Wales Shared Services Partnership who are hosted by Velindre NHS Trust acting on behalf of NHS Wales Executive who wish to commission a contract for Human Learning Systems. From November 2023 to March 2024, Q Lab Cymru a part of NHS Wales Executive commissioned a development partner to deliver a programme of support opportunities and extended an open invitation to all colleagues across all sectors in Wales, to find out more about a Human Learning Systems (HLS) approach. Following this successful initial phase of raising awareness and capacity building, Q Lab Cymru is now seeking to collaborate with a provider with the right values, experience, leadership and understanding of a learning approach to co-design and facilitate the model of delivery with Q Lab Cymru. Q Lab Cymru requires additional capacity to work with two placed based sites who are interested in using a broadly defined Human Learning Systems approach. The objectives will be as follows; a) Q Lab Cymru is seeking a short-term learning and development partner to work alongside Q Lab Cymru and two place based partnership organisations within the footprints of NHS Wales health boards and trusts. b)The awarded organisation will provide additional capacity that will accelerate the pace of implementing a broadly defined Human Learning Systems approach with community, third sector and public sector partners to maximise likelihood of gathering best evidence of impact of using this approach in Wales.

Total quantity or scope of tender

The awarded contract will be from award to the 31s March 2025 with an extension option of 12 months at the sole discretion of NHS Wales Executive.

The extension option will only be utilised if there is funding for a phase 2 in the programme.

The total estimated value of the contract is £90,000.00 excl VAT, however, the initial phase is only at a budget of approximately £25,000.00 excl VAT.

1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
